This is a cheap, very-effective, product that can cross-over into a more premium category - the humble razor blade.
Today’s disposable razors are rubbish they seem more designed to let you use up the pack of 5 as soon as possible than getting the job done. What is this “very-effective razors” I speak of? They are “surgical prep razors” used in hospitals to shave the hair off people for an operation or pregnancy (it’s safe and effective for shaving private parts as well). It it even used by tattoo parlours. It is designed to do one thing and do it well: to get rid of hair.
Medical razor blades can be repurposed as a male personal care item. These razor blades sell for cheaper than a lot of shop brands but are more effective - especially in sensitive areas. You still need to exercise caution but I have found it to provide me with a closer shave and less prone to bleed than then Bic or Lion or Super-Max.

The way this product is repositioned is important: as a razor for intimate grooming. A disposable razor for the groin, pubic and scrotum. Because it is niche I would keep the pack size small. 4 maybe. There virtually no competition in this category locally as most just use "standard" disposable razors. This means the branding needs to be paid a bit attention to. Name, packaging design etc.
We have seen this happen in the tattoo supply industry and male grooming is even bigger than tattoo.

Business Model
These razors are bought in boxes of 100 from a medical supply company and then repacked for retail into smaller packs 3,4,5 etc. That is not to say that it cannot be supplied wholesale.
